There is a gui tool like cpupower-gui (link: GitHub - vagnum08/cpupower-gui: cpupower-gui is a graphical program that is used to change the scaling frequency limits of the cpu, similar to cpupower. )where we can set CPU frequency and turn off CPU cores as well. I had installed it in past, but i cannot remember its name now, and i have spent days searching for it, still I am unable to find it. If anybody knows the name or have/had installed it can you tell me the name, or you can recommend similar applications too.
