What is the best prototyping card creator?
I've had good results with the Countersheet Creator extension for Inkscape. It's a little finicky, but essentially offers a reasonably powerful method of doing Mail Merge from CSV files into Inkscape templates.

Prototype deck
I use Inkscape with an extension I wrote (see https://github.com/lifelike/countersheetsextension) then print on regular paper, cut out, put in sleeves backed by Magic The Gathering cards (cheap/free common cards that are easy to get in bulk, and fit in cheap standard sleeves).

Cool. I wasn't aware of your extension. So far I've used the Countersheet extension for Inkscape to do this, but I'll take a look at yours.

Creating cards for game - what software should I use
Use Squib so you can separate design and content. You don't want to get halfway through making your cards when you decide to change things about your layout and then have to make the exact same change to a bunch of cards.

Then I just printed up a bunch of paper cards with random junk on it. I was using https://squib.rocks/ and art assets from fallout games. I'll see if I can dig up an example but it basically let me turn excel files into decks.
