I have begun using Squib. It is written in Ruby, but otherwise seems to do everything you mentioned and then some.
It happens to be written in Python and you can even run it from outside of Inkscape if you want to (but you are still required to have Inkscape installed, because the script needs to call it to perform some operations). Here are some basic instructions how to run the script from a command-line: https://github.com/lifelike/countersheetsextension/wiki/Running-from-Command-Line (Although I noticed now that it needs at least a minor update: Now you need to use python3, not python2.)
