Yeah, dymension is good solution, but theirs RDK will be ready at ~2023. And about sharding, asked developers about it at discord, they said, that cosmos doesn't have sharding, it has only the view in the future here - https://github.com/cosmos/cosmos/blob/master/FAQ.md

This is probably a question better suited to be asked to one of the developers, as most people here are not developers, and honestly each developer will likely have a different answer for what they want to do with IBC. It can hard to abstract this information from where it is available. This is a old known issue called "clipping" in the Cosmos SDK that happens when a validator was previously jailed and slashed: https://github.com/cosmos/cosmos-sdk/issues/5282
