Arch Based Distro for a Dedicated Production Workstation
this is not clearly mentioned in your original post, but I assume you also would like to create a dedicated(?) installer for this potential derivative. Arch Linux (and quite a few of its derivatives) use archiso for this to create installation/ rescue media based on profiles. The default installation medium now contains archinstall, which allows for installation of systems based on profiles. I have been maintaining archiso for over 1.5 years now and it has been a lot of work so far, getting things back in shape. However, I believe it is a viable, minimal solution for the task.

USB is bootable, but laptop refuses to boot the live USB

No the default mkinitcpio doesn't have the capability to do that at all. archiso provides its own mkinitcpio hook for copytoram, which is somewhat specific to arch. https://github.com/archlinux/archiso/blob/master/archiso/initcpio/hooks/archiso

You could try the third-party driver. Unfortunately, there are no Fedora instructions. I did find a Copr for it, but it's badly out of date.

Installing Debian and having a machine with an RTL8821CE network card is a nightmare...

I dont know what else to do I tried to download these drivers ( tomaspinho/rtl8821ce (github.com) ) but nothing changed i really dont know what to do or how to look-up this problem on google

My Pop_Os Can't connect to my home WIFI. dkms states that there is a conflict, I can't find a solution
I tried installing the WIFI card drivers from github from this repo Realtek RTL8821CE Driver and it didn't work. I can't even install its dependencies : Terminal result for installing dependencies here is my results for dkms status :
