There are two crates which I would recommend. There is the official ctru-rs that is a safe wrapper around bindings for the C library libctru.

It's honestly not very difficult to find. For a development toolkit you need this part (devkit pro ctrulib) and for in-depth 3DS hardware and system information just browse the 3DBrew wiki.
