This is not how you downgrade 5s to iOS 10. I used Vieux in the past to do so.

Using a utility like Vieux. The iPad will need to be jailbroken and you'll need a Mac to run this script.

iPad mini 2 both 2.01 and 2.1 get stuck on exploiting device and the iPad just stays in dfu mode. Iām using a hackintosh could that be why?

You can install iOS 6 on any iPhone 4S by using a special method. So these scalpers are taking iPhone 4S's, downgrading them to this older version, and selling them for a higher price as if they were rare.
