I'm using the taskbar that is included with SImpleClassicTheme: https://github.com/AEAEAEAE4343/SimpleClassicTheme, but you can do pretty much the same with Retrobar.

You can actually-- and not just the background either. There's a whole community dedicated to keeping the old visual design. I found a program that automate the setup for the old theme on windows 10: https://github.com/WinClassic/SimpleClassicTheme/releases/tag/1.6.0.3

Login/Ctrl+Alt+Del screen not respecting users' accent color
I installed SimpleClassicTheme (https://github.com/WinClassic/SimpleClassicTheme) on my computer (the nostalgia got me to do it), but since it kinda broke my context menus and all, I uninstalled it. But ever since then, the login (or Welcome) screen and Ctrl+Alt+Del screen got stuck on default accent color, as if it has it's own theme applied. It even disables the high contrast theme if I enter and exit the Ctrl+Alt+Del menu.

Two sides of people not being able to upgrade to Windows 11
Finally, to get a decent start menu and context menu back Explorer patcher and Shell work wonders. There is also Open shell if you want that classic Windows 7-10 look, but personally I think it looks dated in comparison. The Win11 start menu looks fine, it's just missing core functionality.

if you don't like the new taskbar, start menu, or the new right click menu, you'll want to grab ExplorerPatcher, Open-Shell, and WinAero Tweaker which will effectively make 11 look and feel like 10 again. sometimes i genuinely forget that i'm using 11
