Best webcam for eye tracking?
Edit: the eye tracking software I wanted to use is ITU Gaze Tracker, which says it requires a camera with infrared night vision. I wanted to use it because it integrates natively with Optikey.

Face Tracking question
https://github.com/benaclejames/VRCFaceTracking, you'll need this software for face tracking to work in VRChat, but it also lists a small discord link at the top of the description, in there they have a channel called "#face-tracked-avatars", which should list every avatar that supports face tracking out of the box, or has a DLC that can be bought for it.

I don't believe SteamVR or VRChat natively support face tracking. Rather, you need to use a compatible avatar and something like this OSC application: https://github.com/benaclejames/VRCFaceTracking

Assuming face shapes will someday be on the VRCSDK Descriptor, what shapes should we be making for our characters? For example visemes in VRCSDK are sil, PP, FF, TH, and so on. What would the face shapes be named?
You should try looking at the VRCFaceTracking parameters wiki and its blend shapes page. It covers SRanipal (the Vive pro eye & Vive face tracker) and the Quest Pro face tracking (blend shape examples not yet ready but the parameters are there). It already provides more face shapes than you could probably hope to ever implement, and realistically users of it (like myself) usually only hand pick a good 10-20 or so that have the biggest effect for the face in question.
