2 Question
When you mean separating the script do you mean syntax highlighting? If you want to separate blocks of code you can use //[ and //] at the start and end of your code block. Then if you install the source VDF plug-ins for Notepad++ you can then collapse and expand your code blocks.

All of that is to say, you may want to move the county and barony entries in the landed titles file anyways, either in a mod, or just edit the game files. Though I highly recommend creating a little custom mod for this, so your changes aren't erased. If there is a major update, and you are worried your changes will corrupt the game, you can always go back, with notepad++, and compare landed titles to the original.
