Stars - the number of stars that a project has on GitHub. Growth - month over month growth in stars.
Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.
For example, an activity of 9.0 indicates that a project is amongst the top 10% of the most actively developed projects that we are tracking.

All of that is to say, you may want to move the county and barony entries in the landed titles file anyways, either in a mod, or just edit the game files. Though I highly recommend creating a little custom mod for this, so your changes aren't erased. If there is a major update, and you are worried your changes will corrupt the game, you can always go back, with notepad++, and compare landed titles to the original. Then I hope you are prepared to wait quite a bit longer. As Notepad++ does not have Language Server Protocol (LSP) support. So adding this functionality is totally out of scope right now because it would require a totally custom parser. There are [projects](https://github.com/Ekopalypse/NppLspClient) working on this. But it is all very early stage.
