How do I get started on modding for Minecraft and what are some good mod recommendations?
I wouldn't install optifine, the majority of mods don't play well with it. Opt for Rubidium, Sodium, or another combo with the mods listed here: Modlist Link

Why are my leaves rendered this way with Better Folliage 2.7.1 (Java 1.16.5, Optifine HD G8)?
highly reccomend using rubidium/magnesium if you're on forge, they are faster and have less incompatibility issues, here's a list of mods that work well for performance enhancing https://github.com/NordicGamerFE/usefulmods

does laptop have a GPU? if yes, is it being used? in-game F3 screen to check. top right about 4th or 5th line down. if no, optimizers may help a little. a good list

Why don't popular modpacks add in all the normally recommended performance mods?
I would suggest that you try out any performance-enhancing mods, after a bit of research to see if they have any known conflicts with anything you already have (this is a good list). Be careful (back up first!), and be prepared to back out any changes.

How can I improve performance? Sometimes my frames drop to around 20 per second when entities are near, and it's unplayable. Linked F3 for graphics information and video settings for any suggestions. Thanks
1) LazyDFU: Compiled DFU rules afterwards. 2) EntityCulling: Doesn't render entities that you can't see 3) NoFade: This isn't exactly a performance mod, but fading sometimes makes my game crash, so I use this. 4) NotEnoughCrashes: Again, not a performance mod, but makes crashes much easier to handle. 5) SmoothBoot: Makes Minecraft not hog too many resources when starting up 6) SodiumExtra: Basically adds more options to Sodium. 7) Hydrogen: idk how to describe this (I no longer don't use this as 1.18 hasn't released yet, but I'll this in anyway). 8) C2ME: Improves chunk performance. 9) Enchanced Block Entities: Improves rendering of block entities. Note that this only really shows effect when you're in an area with tons block entities (eg. your storage basement)

I'd recommend checking out some of the mods in the fabulously optimized modpack. Most notably I'd recommend LazyDFU, No Fade, and Smooth Boot as they're most applicable to the problem you're describing.

Micro-stutters every few seconds
You could try installing Hydrogen and LazyDFU t see if they do anything for this. Hydrogen will reduce Minecraft's Memory usage, which should help with the GC pauses slightly. LazyDFU will improve startup times and reduce the massive amount of garbage from DataFixerUpper during startup (Mojang's backwards compatibility system), which might also improve things during gameplay as well.
What are some alternatives?
shulker-dupe - A client-side fabric mod that makes it easier to perform the shulker dupe. (discontinued for the time being as 1.19.1 has patched this, may look for bypasses soon)
DashLoader - Launch at the speed of light.
PolyMC - A custom launcher for Minecraft that allows you to easily manage multiple installations of Minecraft at once (Fork of MultiMC)
lithium-fabric - A Fabric mod designed to improve the general performance of Minecraft without breaking things
C2ME-fabric - A Fabric mod designed to improve the chunk performance of Minecraft.

invincibility-hack - A fabric client-side mod for an invincibility exploit.
sodium-fabric - A Fabric mod designed to improve frame rates and reduce micro-stutter
