As for the stuttering issue you are encountering, it might be caused by the JVM's Garbage Collector. You could try using a modern JVM and Garbage Collector as mentioned in this write-up, but I do not know how to configure the default minecraft launcher to do this. You would also need to install Voyager to fix a rare crash with modern Java versions.

You could try installing Hydrogen and LazyDFU t see if they do anything for this. Hydrogen will reduce Minecraft's Memory usage, which should help with the GC pauses slightly. LazyDFU will improve startup times and reduce the massive amount of garbage from DataFixerUpper during startup (Mojang's backwards compatibility system), which might also improve things during gameplay as well.
