    The first image is actually a screenshot of the 'wrldview' tool from here. Which can be used as an interactive satellite map for Fallout 76, Fallout 4, and to a more limited extent older games like Skyrim. However, it is a command line program and markers need to be defined in a text file, so most people probably would not find it convenient to use.

    It should be possible to export it with the editor, but you can also use the 'fo4land' tool from here, that saves the heightmap as a 16-bit grayscale DDS.

    There is a command line tool here that can render satellite maps for Fallout 4 and 76, in case it would be useful. It does not support shadows, but the output is otherwise of good quality, with non-LOD meshes, colored water, making use of normal, specular, and cube maps, and up to 32768x32768 resolution (that can be doubled or quadrupled internally for 4x or 16x SSAA).

    It is still possible to view that mole miner city (the form ID of the cell is 0x242A2) and other test cells with the tools here, although they are not very convenient to use, especially for complex interior spaces where a top-down or isometric view does not work well. There are a lot of test cells actually, and more have been added since release. The mole miner city was apparently not touched since the end of October 2018, though, and the people who created it no longer work on this game.

    For reference, they also changed the landscape format (BTD files are new to Fallout 76), the texture system - I described some of the differences here, material files are changed from version 2 to version 20, .hkx files seem to be different too but I am not familiar with those, and there are probably many other changes related to gameplay, quests, scripting, and so on. In short, it would definitely be more difficult than porting from Fallout 3 to New Vegas.

    However, one thing that definitely does have 16 times the detail over the same area is the height map of the world. In other words, the terrain without any of the trees, buildings, and other objects, as illustrated by this image vs. a render of the same location with objects enabled. So, the topography has 4 times the resolution = 16 times the detail per area compared to the older games, and that also affects the detail at which it can be painted with ground textures and grass (the latter is not shown on the images). These tools can extract the terrain data from any of the games from Oblivion to Fallout 76 to verify the above is true. It is also an increase in detail that can be seen at close range once you know what to look for, it is not limited to distant terrain.

    They were generated, using the same tools that the satellite map of the TZMap mod was created with. Building the current source code from here, and running this script reproduces the same set of images, and a few more expedition cells I did not upload because they are in very early development.

    To export the data in TSV format, I used the "esmdump" tool from here. This command creates the oblivion.tsv example file, the path to Oblivion.esm obviously needs to be changed according to wherever the game is installed:
