Recommended bare bone WordPress theme to create your own theme from?
I'm sure there's a bunch more, but I've personally used JointsWP and love it, as well as my employer for previous themes. There's a SASS option to download that works great out of the box.

is underscores still a good start theme
I love JointsWP for starting from scratch - it uses Foundation 6. https://jointswp.com/

Advice on base themes / bootstraps for Wordpress in 2021
Joints WP - Bit unsure about this one. The theme CSS file is empty but the functions enqueue a foundation css file that is thousands of lines long.

Starter theme with focus on code customizability, but layout editing with Gutenberg?
My stack is currently Wordplate as the base, with Lumberjack as the starting point for my theme. I then use ACF Pro to define Gutenberg blocks in PHP.

I’m stuck trying to find a modern workflow
Some starter themes for devs support Tailwind CSS, besides Roots/Sage those are: wd_s, wpemerge, wordplate (they use an abstraction on top of webpack called Laravel Mix, there are official Tailwind docs for it).

Wordplate, seems to go with the flow and adds just a thin layer on top of standard WP.
