Starter theme with focus on code customizability, but layout editing with Gutenberg?
My stack is currently Wordplate as the base, with Lumberjack as the starting point for my theme. I then use ACF Pro to define Gutenberg blocks in PHP.

I’m stuck trying to find a modern workflow
Some starter themes for devs support Tailwind CSS, besides Roots/Sage those are: wd_s, wpemerge, wordplate (they use an abstraction on top of webpack called Laravel Mix, there are official Tailwind docs for it).

The popular Underscores starter theme seems to be dead, what to use instead?
Wordplate, seems to go with the flow and adds just a thin layer on top of standard WP.

Good boilerplate for Laravel?
If you need a rather basic setup boilerplate I can recommend https://github.com/rappasoft/laravel-boilerplate aswell as the standard "Jetstream" which comes in v8. I currently use that + Orchid as a admin panel for any new smaller project.
