Halo Reach Modding
Yes you would need to use a JSON file before converting the fbx, then use the import command. But in all honestly just use Crisp's version of the blender addon, it will do it all for you https://github.com/ILoveAGoodCrisp/Halo-Asset-Blender-Development-Toolset

How can i Edit .MWM Files?
SE Utilities is designed to make that process a lot easier, and has tutorials on how to get models into/out of Blender in formats SE can use.
