Yes, you can use games on an NTFS drive. Here are the instructions. It's not too hard, but you need to do a bit of terminal fiddling.

You have to properly configure your NTFS drive. It's not too hard. Valve does officially support this for Proton, but the first link is a better way of doing it. It also works for Linux native titles, but really there's no reason to put them on an NTFS drive. Keep in mind, if you reboot between Windows and Linux, you should move any games with native Linux versions to your Linux drive or else Steam will try to redownload the games for their respective platforms every time you switch.

you can use ntfs storage , here's the procedure i use to run my games from an old windows ssd : link , i have had zero luck trying to install games on a ntfs drive through lutris. Also to be noted that steam's beta update detects all drives that are not ext4 as well.

For migrating your Steam Library, you can just use the one you have now for the most part. Steam has never done anything fancy with the library, you just add the folder and it'll detect it. If you don't have another hard drive or partition that's formatted as EXT4 to copy them over to, you can mount NTFS with the right permissions to allow it to work. EXT4 is faster and more stable, but this works as a short-term solution, and a solution that allows you to swap back to Windows and keep your games. However, I would recommend moving games that are native over to a Linux partition in that case, because otherwise they will redownload every time you swap between operating systems, and most developers don't set up their depots optimally so you will redownload the entire game rather than just the executable portions.

Just want to add, there's a better way of doing this. Rather than forcing permissions across the board, just using the permissions option tells ntfs-3g to create a little file to track Linux permissions in. More secure and more stable that way.
