I did exactly this a few months ago. I copied everything over to an external hard drive, formatted it to BTRFS (which works beautifully on windows after installing https://github.com/maharmstone/btrfs ), then copied everything back over. Then just create an automount point in /etc/fstab so it mounts automatically when you boot up the computer, and add your Steam folder on Linux and Windows.
Yes, you can use games on an NTFS drive. Here are the instructions. It's not too hard, but you need to do a bit of terminal fiddling.
