Best engine for quick prototyping?
Make it quicker by editing your projects on the GMEdit IDE which is free. Even quicker with GMLive which isn't free but not expensive either. Even quicker with some of jujuadams libraries, specifically input and scribble.

This is a bit of a hard question to answer if you're not well versed in GMEdit (https://yellowafterlife.itch.io/gmedit), but hopefully someone here knows how to solve this issue for me.

What is currently the easiest and the most efficient way to make menus and GUI in GMS 2?
You can try uiZ: https://github.com/TtheCreator/uiZ From feedback that I've gotten, it does have somewhat of a learning curve. However what you get back from it is the most complete UI system. (parent-child system, windows, panels, frameset, grids, many widgets) Also it is very fast by only updating parts of the UI that require to be updated. It's well documented and has gotten tutorials to get you started!
