I don't know what launcher people use, but this file on this one defines the cdda repo urls: https://github.com/remyroy/CDDA-Game-Launcher/blob/master/cddagl/constants.py You could probably just changes that file to use tish urls.

I highly recommend using a launcher, like the CDDA Launcher (which is not being updated anymore but still works well), or Catapult. These will not only launch the game, but will allow you to easily manage tilesets, soundpacks, save backups, etc.

Also, the game is 100% free. Gets multiple experimental updates daily (open-source). And has a fairly extensive modding scene with multiple tileset options to play with. You can grab the launcher here and it will let you download everything you need to start messing around.

Just want to mention that TISH has many more differences than OP mentioned. Besides having a mod to disable portal storms, there is also a Generic Trash mod (which was rejected in DDA). Also there are a bunch of qol features, like not needing to take off gloves to reduce encumbrance before crafting (it's done automatically behind the scenes); or that very easy (difficulty <=1) or very fast (time to craft <=10 seconds) craft recipes are impossible to fail. Also there are some new game options, like giving players a prompt on character's death to return to main menu instead of accepting death. Here's the changelog if you're interested.
