Tiling 3D Noise in Bforartists/Blender
I use Bforartists, a UI-focused fork of Blender, for 3d graphics and some texture creation–like this project. It doesn’t fix every pain point, but I can’t recommend it highly enough. This method, and the attached .blend file, will work just the same in mainline Blender.

Should blender have mods?
There's a fork of blender called Blender for Artists that does what you're talking about. It adjusts the UI and functions to become a more artists focussed app.

I asked ChatGPT to make me a quick to-do task list built into the view panel, though I should share. Script in comments.
I only found this but it's kinda limited and it works through a .dll injection (so it's not a python-only solution and I wasn't able to extend it because I don't understand how it works) and it's limited to four file formats, maybe I'll contact the developer as soon as I have some free time.
