This list is missing the classic, and still excellent, Request Tracker.

https://github.com/bestpractical/rt
(I have no affiliation, and Iβve only ever interacted with it from the request-submitting side. But itβs always been straightforward and rock-solid, and itβs worth something the the same system has worked continuously for apparently 20 years. And itβs flexible enough that I once worked with a small institution that wired up Request Tracker for submitting jobs to a large-format printer.)
Note that if you just want to provide a issue tracker within Git rather than relying on centralized web services like Github or Gitlab, there is
https://github.com/MichaelMure/git-bug
https://github.com/dspinellis/git-issue
https://sciit.gitlab.io/sciit/ (this one has a list of alternatives here https://sciit.gitlab.io/sciit/#other-distributed-issue-track...)
Overall it's very disappointing that Github didn't decide to embed issue tracking (and also PR discussions) inside the repository (in another branch perhaps). Issue discussion is part of documentation IMO, and not distributing it alongside the repository causes lock-in

Project mention: Show HN: Tegon: AI-first, open source alternative to Jira, Linear | news.ycombinator.com | 2024-05-07Hi HN, This is harshith from Tegon (https://github.com/tegonhq/tegon) an AI-first, open-source issue-tracking software that uses AI to smartly automate manual tasks, and workflows or provide more context to engineers for a given task.
Here is our demo video: (https://www.loom.com/share/1a4ba45cb1254fdba3ea98af23a1e6f1?...)
Why are we building this: As engineers we hated Jira, it is slow and too complicated and enables a lot of processes and micro-management which used to kill our productivity.
