As a piece of concrete advise, you can use something like Bootstrap, which is already highly theme-able (almost all React component frameworks are highly theme-able, but Bootstrap can be themed with a simple link tag in your HTML), https://bootswatch.com/, so that you can have a consistent UI, while you focus on learning the ropes of React. Just becareful that some bootstrap elements might need jquery, which is why reactstrap or react-bootstrap exist.

Recently, I re-designed my blog and I went looking for a Print CSS starter framework. I found a nice, simple, lean one -- Gutenberg. It is less than 5KB before zipping.
I hope people still do print.css. I also have a habit of printing interesting articles to read away from the screen.

I agree. That is why I actually just decided to use different css files for different themes in sakura.css  (it comes in at 3.8k / ~1.8k gzipped)
I also had friends who didn't want to understand CSS, and adding in media queries, variables, and dark mode support would only just confuse them even more.
