Are there any other CSS frameworks like Bootstrap worth learning?
There is Fomantic UI, a community fork. I think it’s still maintained

How to Bypass Learning CSS
I would recommend Fomantic UI https://fomantic-ui.com/ (active community fork of Semantic UI) + Semantic UI React https://react.semantic-ui.com/ (which is a React wrapper over Semantic UI, but works with Fomantic UI as well). Almost no CSS writing is necessary, customizability of the React components via props should be enough for MVP and even further.

What are you using as a CSS Framework or CSS base for Django?
I really like fomantic-ui (a fork of now-abandoned semantic-ui). I think its philosophy of "class should be meaningful words rather than cryptic codes" meshes really well with python. Writing css classes as "inverted very large dividing header" reads much better than "header-lg header-inverted header-lg-xxl". It also has enough components to do pretty much anything I wanted, and is simple enough to override or extend where necessary.

Using individual components from a framework in React.
In this case (using the more recent fomantic-ui), it looks like you could just use this file: https://github.com/fomantic/Fomantic-UI/blob/develop/dist/components/button.min.css and then make your own button component with the semantic classnames you need?
