Yes we can, at least with text based graphics. If you use Javascript and HTML/CSS too, we can have actually real graphics. In fact, I made a Batch game engine based on that concept over here

Visual Graphics for texted based game?
If you want video and audio, vanilla Batch usually is not a good choice. You can for example use ffplay or similar to play video and audio, but Overlay VFX seems like you want something more. The best solution would be a hybrid, something that interacts with a HTA perhaps. In that case I can suggest turnip, which does exactly that. If you need more customizability you can always modify it to your desires.
