Yes we can, at least with text based graphics. If you use Javascript and HTML/CSS too, we can have actually real graphics. In fact, I made a Batch game engine based on that concept over here

If you want video and audio, vanilla Batch usually is not a good choice. You can for example use ffplay or similar to play video and audio, but Overlay VFX seems like you want something more. The best solution would be a hybrid, something that interacts with a HTA perhaps. In that case I can suggest turnip, which does exactly that. If you need more customizability you can always modify it to your desires.

Unfortunately it's a bit too big to post here, but you can find the code here : https://github.com/thelowsunoverthemoon/turnip. To add it to your code, all you need to do is copy and paste 2 bits at the top and bottom, and you're set!

Let me just drop this in here. It is a library I wrote a while ago for parsing common date formats flexibly and performantly (if you don't hit the slow code path or the wrap race condition). If you need to support more than just your local time/date format this might be interesting

A friend of mine also wrote a 2D engine in "pure batch", if that's of interest.

If you need to go full batch I will plug my 2D Textbased engine, Grub4E, as well as player.bat, a Batch video player (which I only ever released on the Batch Discord. Audio will always require additional software, sadly.
