If you want video and audio, vanilla Batch usually is not a good choice. You can for example use ffplay or similar to play video and audio, but Overlay VFX seems like you want something more. The best solution would be a hybrid, something that interacts with a HTA perhaps. In that case I can suggest turnip, which does exactly that. If you need more customizability you can always modify it to your desires.
If you need to go full batch I will plug my 2D Textbased engine, Grub4E, as well as player.bat, a Batch video player (which I only ever released on the Batch Discord. Audio will always require additional software, sadly.
