    It looks like the behind the scenes video is actually this file (C:\Program Files (x86)\Steam\steamapps\common\P5S\EXTRAS\Persona 5 Strikers Bonus Content_Data\sharedassets4.resource), and it can play just fine when you open it up in VLC. The soundtrack is stored in the resources.resource file in the same folder and I was able to extract it (to ogg audio files) using this python script:
