By "have a WIC" I mean that searching for "JPEG XL WIC" brings up something useful (it currently doesn't in the top items and the top item is a 3yrs out of date github repo https://github.com/mirillis/jpegxl-wic), has an installable JPEG XL WIC referenced from the site (https://jpegxl.io/tutorials/windows/ says it's currently not for end users and is a work in progress), and follows the guidance in https://learn.microsoft.com/en-us/windows/win32/wic/-wic-codecinstallandreg for making the codec available.
