I would suggest you try the jmesh plugin, you can create circle arrays very easy through there. Link to the plugin: https://github.com/jayanam/jmesh-tools

PS: If you insist on using Blender, you could try JMesh Tools addon, it makes a lot of common operations, including boolean ones, accessible from n-panel.

Try using the bevel modifier instead. And then it can be controlled by edge properties. I believe Jmesh has a really neat add-on. https://github.com/jayanam/jmesh-tools
