This issue isn’t fixed yet in some cases -> https://github.com/bitbrute/evillimiter/issues/123 But i guess they are working on it. You could just do it in your Router Settings. Or if you know what I am talking about, look into openwrt and if your Router is supported by it (it is a custom firmware for supported routers, you can do alot with that). Then there is evillimiter, but wasn't updated for longer now and not sure if it still works.

Any software to limit wifi speed for people in my house?
Evillimiter and Netstalker come into m mind. Or just look into your Router's settings and firewall, if it has a feature to limit bandwidth.
