Error while using Evillimmiter
This issue isn’t fixed yet in some cases -> https://github.com/bitbrute/evillimiter/issues/123 But i guess they are working on it. Here are some similar programs I would recommend NetStalker tuxcut there’s also a windows version for Evillimiter Evillimiter-windows. Hope this helps if you have any other questions feel free to dm.

a program like Netcut , but free for pc
You could just do it in your Router Settings. Or if you know what I am talking about, look into openwrt and if your Router is supported by it (it is a custom firmware for supported routers, you can do alot with that). Then there is evillimiter, but wasn't updated for longer now and not sure if it still works.

Any software to limit wifi speed for people in my house?
Evillimiter and Netstalker come into m mind. Or just look into your Router's settings and firewall, if it has a feature to limit bandwidth.

If you could name 5 tools/software worth learning for a cybersecurity analyst to become more employable, what would they be?
https://github.com/TryCatchHCF/DumpsterFire The DumpsterFire Toolset is a modular, menu-driven, cross-platform tool for building repeatable, time-delayed, distributed security events. Easily create custom event chains for Blue Team drills and sensor / alert mapping. Red Teams can create decoy incidents, distractions, and lures to support and scale their operations. Turn paper tabletop exercises into controlled "live fire" range events. Build event sequences ("narratives") to simulate realistic scenarios and generate corresponding network and filesystem artifacts.
