You could just do it in your Router Settings. Or if you know what I am talking about, look into openwrt and if your Router is supported by it (it is a custom firmware for supported routers, you can do alot with that). Then there is evillimiter, but wasn't updated for longer now and not sure if it still works.
Check if there is Openwrt or AdvancedTomato support for you TPlink router, which you could install and replace the original firmware. https://openwrt.org/ https://advancedtomato.com/
