You mentioned building UIs. Take a look at Doodle (I’m the author) if you’re planning to build for web. It’s 100% Kotlin and has alpha support for desktop as well.

Declaritive ui toolkit for server side rendering for kotlin?
I am developing a python flask server for a personal project and am relatively proficient in kotlin. I have been playing around with jetpack compose ui, and wondering if there is a frontend framework for web development in kotlin, which also has server side rendering. Iirc C4W does not support server side rendering, so would I use something like https://github.com/nacular/doodle ? Should I just suck it up and learn JavaScript and react?

Take a look at https://nacular.github.io/doodle. You don’t need HTML, Javascript or CSS with this framework.
