Mod for projecting 3D models?
Avaness made an StltoBlueprint app: https://github.com/austinvaness/StlToBlueprint so if you have the 3D model in STL format you could import it then project it using an in-game Projector.

Is it possible to make a model of a large ship in blender and export it to SE as a blueprint?
If you're looking to use Blender as a design tool for ship shapes there is StlToBlueprint, or SEToolbox can import 3Ds, LWO, OBJ, and STL formats as armour block grids.

Is there a program for SE that will allow me to upload 3d models and convert to a SE blueprint?
There is also a STLToBlueprint tool (https://github.com/austinvaness/StlToBlueprint) but I haven't used that myself.
