WHEA UNCORRECTABLE ERROR - BSOD Hangs at 0% - No dump file
Yes, this is a different error scenario. It's machine check exception. I'm assuming you have a Ryzen CPU. Normally you can decode Machine Check Exceptions with the Ryzen MCE decoder script, but unfortunately Bank 17 isn't documented. However, I strongly suspect your CPU is defective. Remove all overclocking and update the BIOS. If that doesn't help, then most likely your CPU is defective (but unfortunately nothing is ever for sure).

Can anyone read minidump files?
According to the Ryzen machine check exception decoder it's a Load-Store Unit, Store queue parity error.
