This many sound stupid but info is vague I can find, can the VIC 2 chip output digital video if so is it technically possible to get a Commodore 64 to output hdmi video
It does not output digital video. It outputs directly in analog luma and chroma. However, there is this project which uses an FPGA to spy on the VIC-II and reconstruct its output in component video, and a similar concept could theoretically be used to generate a digital video stream instead. But as far as I'm aware, no one has attempted that yet.
