The unofficial extras addon exists exactly for this purpose, it is closed-source and provides an API to get a list of players in your squad that are in a different instance (and a few other things).

Correct. Blish is running as a separate window on top of GW2, which is stricly inferior to arcdps that is injected into the actual gw2 client window. The art style has nothing to do with this. Most arc modules and plugins are using some variant of imgui but this isn't a forced feature. There is quite literally nothing stopping you making an arc plugin that looks like a native gw2 window. The only difference between this and Blish is Blish provides a built in graphic library so you don't have to source your own.
