First I tried downloading photos directly from google drive and uploading them to iCloud.com, but that took too long and messed up the metadata of a lot of my photos. Then I got the photos through takeout and used a script I found to combine the metadata files with the photos, and dumped all 8k photos onto iCloud photos using the iCloud for Windows program (I don't have a MacBook). This was yesterday. Now they're slowly showing up on my iPhone, but there's no progress bar or anything, just everytime I check the Photos app the number of photos seems to have increased.
