I think you are experiencing the same issue as: https://github.com/microsoft/winget-cli/discussions/962. You run your ppkg provisioningcommand as system user. But, the system user can not find winget. It has an alias to a local user. You should run winget as: "C:\Program Files\WindowsApps\Microsoft.DesktopAppInstaller_1.17.10271.0_x64__8wekyb3d8bbwe\AppInstaller.exe" upgrade --all -h --accept-package-agreements --accept-source-agreements (as an example)
