VDO.Ninja is a powerful tool that lets you bring remote video feeds into OBS or other studio software via WebRTC.
Depending on what you want to use it for I'd probably just use VDO Ninja myself - documentation here, basically just open the website on both your phone and your PC and then you could use your phone's camera on your PC's OBS or skype or whatever
