For decentralized app, you want to look into the matrix protocole, if I remember you can selfhost your own Synapse servers. It's end-to-end encrypted and can be bridgedto a lot of third party message app.

For distributed app, you have Jami but I had some issue to get it working (it use P2P and DHT to communicate, using an IPFS node if I remember correctly). Session is also decentralized but use it's own in-house protocole instead of relying to existing technology. Briar look also good (work through Tor with no central servers) but lacked a lot of function last time I tried (it was just text message and that's all).
