I've been working with Debian servers for quite a bit and there's more to that than just separating stable, testing or unstable branches. Debian is very strict with its package policy and has some non-upstream patching involved (it has to ship security patches even to outdated software). It is designed to be updated slowly and never rush for up-to-date versions. Arch could handle server tasks just fine (the entire archlinux.org infrastructure runs on it btw), but Debian is cheaper when it comes to maintenance time as it doesn't change all that much unless you upgrade to a new release.
