Uhh, try shareX? It's free. It allows dragging from its history view. Although some people think it's too bloated (has many other features)
There's also greenshot, which is also free, also haven't tried it.
Other people would recommend flameshot. Also free. But I haven't tried it yet and don't know whether the function you're looking for exists.
