You can test your monitor's resolution support in Windows using CRU, or in Linux using xrandr. 1280x960 support is rarely listed in the documentation, but most monitors accept it anyway. I don't know the exact timing specs for GBS-C's 960p output, and it would depend partly on the VGA to HDMI converter anyway, but for the OSSC the default timings for 2x480p should be as follows:
