From the logos that get displayed at the beginning of the game, it looks like Triangle Strategy was developed using the Unreal Engine, though it would be possible to build a similar game in Unity as well. Both of those require knowledge of specific programming languages (C++ and C# respectively) to get the most use out of them, however, so depending on your existing knowledge level, it might be easier for you to start off with something like RPG Maker, which is less flexible than the previously mentioned engines but has more of the functions needed for making a turn-based RPG built-in instead of requiring you to build them yourself.
