If you are already somewhat comfortable with Python, HTML, CSS and JS, I'd recommend building a web app by looking at Django or Flask. It's easy to get started (there are loads of tutorials online), and it will make the integration of machine learning easy by using a framework like PyTorch or TensorFlow. Even if you are not super comfortable in HTML and CSS, using a framework like Bootstrap makes the front-end of it smooth sailing.

If you are looking for inspiration in terms of what the app will actually do, I'd actually look over the PyTorch tutorials here: https://pytorch.org/tutorials/ There are quite a few categories with examples and datasets that might give you inspiration for a project.
