Depends on what type of game you want to chart for. Stepmania has a decent in-game editor, but it takes a little know-how to use it. For SM format charts, there's also ArrowVortex, which I personally use. There's a lot of great options in it, including viewing the waveform of the song you're charting, which is very handy. AFAIK, those are only for 4k, 6k, and 8k though.
