Well, that's the thing, a website cannot ultimately block an addon as long as they are just a website, because the addon has a higher level of existence. It would require something like a browser supported DRM functionality that prevents any interference. Or the browser has to kill uBO, which route Chrome is going to with the Manifest V3 (see https://github.com/uBlockOrigin/uBlock-issues/issues/338)
